Staffs come in two varieties magical staffs and battle staffs. Magical staffs are designed and empowered specifically to cast magical spells, most of these staffs count as a normal staff when used as a melee weapon. Battle staffs are strong wooden shafts built for combat purposes. There are also combination staffs though these are less common, these combine a magical staff with a none common combat staff type.
