This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. C has 38 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Evasion. When C is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. C can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Sensor Nin. When C takes the search action, he may also attempt a DC 14 Arcana check to locate living creatures and magical effects within 60 feet. He sees a faint outline around the detected chakra source and what school of magic or chakra nature the magical effect was created from, or one that the creature can use if any, can be discerned by him. This effect can penetrate most barriers, but is blocked by 1 foot of stone, 1 inch of common metal, a thin sheet of lead, or 3 feet of wood or dirt.

ACTIONS

Multiattack. C makes three unarmed strike or kunai attacks.

Unarmed Strike. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (3d4 + 3) magical bludgeoning damage.

Kunai. Thrown Weapon Attack: +8 to hit, range 30/60 ft., one target. Hit: 5 (1d4 + 3) piercing damage. C may spend up to 3 chakra when he takes this action, making one additional attack per chakra point spent. Each additional kunai deals 3 (1d4 + 1) piercing damage on a hit.

Basic Ninjutsu Technique (1 Chakra). As a bonus action, C can move across liquid surfaces as if they were solid. If he is submerged, he rises to the surface of the liquid at a rate of 60 feet per round.

Rope Escape (6 Chakra). When C attempts a d20 roll to attempt to remove an object from their person, including escaping the restrained condition from a physical restraint, he automatically rolls a 20.

Transformation (1+ Chakra). C becomes identical to a person, creature or non-magical object he has a complete visual image of. This can not be a light source, armor, tool, or vehicle and, and he can not recreate a magical effect. Creatures must make a DC 16 Investigation check realize that he is transformed. If the creature saw them performing the Jutsu, they automatically succeed. This does not change statistics, save for granting the creature's swimming and flying speeds.

Body Flicker (3 Chakra). C's movement speed doubles, and his movement does not provoke attacks of opportunity.

Healing Jutsu (1-45 Chakra). One creature C can touch regains a number of hit points equal to chakra spent.

Chakra Control. As a bonus action, C reduces his next jutsu's cost by 4 chakra points. C may do this 3 times, regaining use at the end of a short rest.

Mystical Palm Jutsu. C has a pool of 16 d6s he can use on this action. As a bonus action, C can heal one creature he can see within 60 feet of him, spending dice from the pool to a maximum of 3 dice. He must roll the dice he spends, add the results together, and restore a number of hit points equal to the total.

Thunder (3 Chakra). Each creature in a 25 ft. cone must make a DC 17 Dexterity saving throw. On a failure, the creature takes 11 (2d6 + 4) lightning damage. On a success, they take half as much damage.

Lightning Ball (9+ Chakra). C creates 3 balls of electricity. Each ball can be directed at a creature, dealing 3 (1d4 + 1) lightning damage and pushing the target 5 feet in a direction of your choice per ball. He may spend 3 chakra to fire 1 additional bullet.

Thunderbolt (5 Chakra). All creatures within a 20 ft. radius must attempt a DC 17 Constitution saving throw. On a failure, they take 6 (1d4 + 4) lightning damage.

Lightning Illusion: Flash Pillar (12 Chakra). Every creature within a 20 ft. radius must make a DC 17 Wisdom saving throw with disadvantage. On a failure, they take 6 (1d4 + 4) lightning damage and are blinded until the end of C's next turn.

REACTIONS

Substitution (3+ Chakra). When C is hit by an attack and would take damage, he decreases the damage by 21 (1d10 + 15) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. C can reduce this damage by an additional 5 (1d10) points per chakra point spent over the initial cost.

A young Cloud jonin, C acts as the Fourth Raikage and Killer B's bodyguard, taking the traditional name of the third member of the Raikage's inner circle after Darui, his partner, rejected it. Despite being the youngest of the inner circle, C is one of the most mature of the group; confident in he and his allies' abilities and rarely letting things slip. During the Five Kage Summit, C led his team to Sasuke to get revenge on his perceived assassination of Killer B and kept track of samurai casualties, blinding Sasuke and his team the first chance he could. Attempting to take down Karin at the Raikage's orders, he was temporarily taken out by Sasuke's genjutsu prowess, though he would shortly be saved by Darui, almost immediately springing to heal he and the Raikage's injuries. As the battle subsided, Tobi of the Akatsuki informed the Raikage's team that B was still alive. As the group searched, C discovered a large, moving sphere of water controlled by Kisame attempting to capture B, notifying his team and closing in on the Akatsuki.

As the Fourth Shinobi World War began, C was placed on the Sensor Division. Nervous at his first time in war, he largely worked under Ao in their headquarters. However, on the second day when the Ten-Tails formed, C was mobilized, leading the Allied Shinobi Forces' Lightning Style users in one massive Flash Pillar as the first step in Shikaku's plan, blinding the beast. As the battle raged on and the Tailed Beasts were freed from Obito and moved to attack the revived Madara, C ordered his forces to retreat from the area, reluctantly leaving the fight up to Naruto and Sasuke after noticing the massive shift in their chakra.
