This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. The Fourth Raikage has 48 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Specialized Chakra. The Fourth Raikage has 27 specialized chakra points which he can expend on jutsu labeled Lightning Style. All chakra points are regained at the end of a long rest.

Evasion. When the Fourth Raikage is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. The Fourth Raikage can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Shadow of the Dancing Leaf. The Fourth Raikage can move across any liquid surface— such as water, acid, mud, snow, quicksand, or lava— as if it were harmless solid ground (creatures crossing molten lava can still take damage from the heat) for 1 minute. If submerged in a liquid, the Fourth Raikage may choose to be carried to the surface of the liquid at a rate of 60 feet per round. Additionally, attacks of opportunity against him have disadvantage.

Raikage's Vambraces. Until the Fourth Raikage removes his vambraces, he adds his proficiency bonus to his damage rolls instead of his attack rolls, and Lightning Cloak and Lightning Style Chakra Mode's maintenance costs draw from a pool of 10 chakra points before drawing from his normal chakra.

ACTIONS

Multiattack. The Fourth Raikage makes three unarmed strike attacks.

Unarmed Strike. Melee Spell Attack: +11 to hit, reach 5 ft., one target. Hit: 15 (4d4 + 5) magical bludgeoning damage.

Basic Taijutsu Technique. As a bonus action, the Fourth Raikage makes two unarmed strikes.

Drop Kick. The Fourth Raikage flies up to 30 ft. and makes a single unarmed strike.

Guillotine Drop (12 Chakra). One creature within 5 ft. of the Fourth Raikage, and every creature within 5 ft. of them, not including the Fourth Raikage himself, must attempt a DC 19 Strength saving throw. On a failure, the initial target takes 19 (4d6 + 5) magical bludgeoning damage, creatures within 5 ft. take half as much damage, and they fall prone. On a success, they take half as much damage.

Leaf Rock-Destroying Rise (1 Chakra). As a bonus action, the Fourth Raikage's unarmed strikes deal twice as much damage to objects, and half as much damage to creatures, until the beginning of their next turn.

Iron Claw (3+ Chakra). As a bonus action, one prone creature within 5 feet can not attempt to stand up from being prone, and once per turn if they try to leave the Fourth Raikage's reach, they must attempt a DC 19 Strength saving throw. On a success, they leave their reach. On a failure, they may not attempt to do so until the beginning of their next turn. This lasts until the beginning of the Fourth Raikage's next turn. He may spend 1 chakra to increase this jutsu's duration by 1 turn.

Lightning Style Aura. As a bonus action, the Fourth Raikage begins exuding dangerous chakra up to a number of feet equal to the amount of chakra spent at the beginning of each subsequent turn x 10. This effect ends if he stops spending chakra. Any creatures that end their turn in this area take 3 (1d6) lightning damage. Any attacks made against the Fourth Raikage by creatures inside this area have disadvantage, and if he is subject to a saving throw caused by a creature inside this area, he has advantage.

Lightning Style: Lightning Cloak (2 Chakra). The Fourth Raikage gains the following:

  • His movement speed increases by +15 ft.
  • He gains advantage on Dexterity saving throws.
  • He gains a +1 bonus to melee attack and damage rolls, and his AC.
  • He must spend 2 chakra at the end of each of his turns to maintain this effect.

Lightning Style: Lightning Chakra Mode (2 Chakra). As a bonus action while Lightning Cloak is active, the Fourth Raikage gains the following:

  • His movement speed increases by +15 ft. (+30 ft. total bonus, 100 ft. total).
  • He gains a +1 bonus to melee attack and damage rolls, and his AC (+2 bonus total).
  • He may spend 5 chakra on his turn to take an additional action.
  • He must spend 3 chakra at the end of each of his turns to maintain this effect.

Lightning Style: Liger Bomb (15+ Chakra). While Grappling a creature while Lightning Cloak is active, both the Fourth Raikage and the target become prone and they must attempt a DC 20 Constitution saving throw. On a failure, they take 45 (8d8 + 6) force damage. On a success, they take half as much damage.

Lightning Style: Lariat (7-27 Chakra). The Fourth Raikage moves 15-45 feet in a straight line and forces one creature within 5 ft. to make a DC 22 Dexterity saving throw. On a failure, they take 33 (4d12 + 6) magical bludgeoning damage. The Fourth Raikage may increase this damage by 6 (1d12) for every 5 additional chakra points spent to a maximum of 61 (8d12 + 6). Additionally, they must attempt a DC 22 Constitution saving throw, taking 4 (1d8) thunder damage and being blinded for 1 minute on a failure. They may retry this saving throw at the end of each of their turns, ending this effect early on a success. This jutsu may be used as a bonus action.

Lightning Style: Lightning Oppression Horizontal (20 Chakra). Melee Spell Attack: +12 to hit, reach 5 ft., one target. Hit: 37 (8d6 + 6) magical bludgeoning damage. If this succeeds by 10 or more, or if it is a critical hit, they take 54 magical bludgeoning damage, and if they are reduced to 0 hit points, they must attempt a DC 20 Constitution saving throw. On a failure, they become paralyzed until healed by greater restoration or a similar effect.

REACTIONS

Substitution (3+ Chakra). When the Fourth Raikage is hit by an attack and would take damage, he decreases the damage by 25 (1d10 + 20) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. The Fourth Raikage can reduce this damage by an additional 5 (1d10) points per chakra point spent over the initial cost.

While lacking his father's unstoppable biology, A is a much more intelligent fighter, formulating numerous taijutsu maneuvers for exclusive use by extremely powerful specialists, such as jinchuriki or those who can use Lightning Chakra Mode, creating a whole new art of nintaijutsu. Raised from birth with the sole intent to become Raikage, A's father was never able to have a second child, leading to the family adopting Killer B as not only A's brother, but his guardian and combat partner. As Raikage, A is confident, and his thoughts and feelings are unwavering. After a long life of killing or having his strength recognized and avoided by numerous powerful shinobi including Minato, Sasuke Uchiha, Kisame, Naruto Uzumaki, and even Madara Uchiha himself during the Fourth Shinobi World War, though he had backup from the other Five Kage and the five nearly died in the loss had it not been for Orochimaru's rescue, A ultimately stepped down, allowing the new generation to forge their own future.
