This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Raiga has 30 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Evasion. When Raiga is targeted by an effect that allows him to make a Dexterity saving throw to take half damage on a success, he takes no damage on a success and half damage on a failure.

Afterglow. Once per turn when Raiga has advantage on any one attack roll, or if a creature has disadvantage on a saving throw he inflicts on them, he may deal an additional 11 (3d6) damage.

Terrifying. While frightened of Raiga by any means, creatures must attempt a DC 16 Charisma saving throw at the beginning of each of their turns. On a failure, they must make 1 attack of their choice against themself. This does not consume their action.

Untraceable. Raiga can't be tracked by non-magical means unless he chooses to leave a trail.

Ninja Speed. Raiga can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Dual Wielder. Raiga gains a +1 bonus to AC while wielding a melee weapon in each hand (included in AC), can use two-weapon fighting even when the one handed melee weapons he wielding aren’t light, and may draw or stow two melee weapons when he would normally be able to draw or stow only one.

Meaning. While Raiga is within 5 feet of Ranmaru, Ranmaru takes half as much damage from all sources, and Raiga takes half as much damage as he reduced.

ACTIONS

Multiattack. Raiga can make 3 unarmed strike, Kiba, or kunai attacks.

Unarmed Strike. Melee Spell Attack: +8 to hit, reach 5 ft., one target. Hit: 11 (3d4 + 3) magical bludgeoning damage.

Kiba. Melee Spell Attack: +11 to hit, reach 5 ft., one target. Hit: 9 (1d6 + 6) magical piercing damage. Raiga may make one attack with this weapon as a bonus action.

Kiba Blade Amplification (5 Chakra). As a bonus action, Kiba deal an extra 8 (2d6) lightning damage, and their reach increases by 5 feet for 1 hour. In addition, when Raiga casts a jutsu that requires use of Lightning Style, the range increases by 10 feet and it deals an additional 8 (2d6) lightning damage.

Kiba Jutsu Amplification (15 Chakra). As a bonus action when Raiga casts a jutsu that requires use of Lightning Style, he may double the jutsu's range or damage, grant a creature disadvantage against any 1 saving throw it incurs, or grant himself advantage on any 1 saving throw or attack roll it incurs.

Kunai. Thrown Weapon Attack: +8 to hit, range 30/60 ft., one target. Hit: 5 (1d4 + 3) piercing damage. Raiga may spend up to 3 chakra when he takes this action, making one additional attack per chakra point spent. Each additional kunai deals 3 (1d4 + 1) piercing damage on a hit.

Vanish (2 Chakra). As a bonus action while lightly obscured, Raiga becomes invisible. He remains invisible until he is no longer lightly obscured, takes the attack action, or casts a jutsu.

Killing Intent. Any creatures of Raiga's choice that can see or hear him must succeed a DC 16 Charisma saving throw or become frightened of him for 1 minute. Raiga may do this once, regaining all uses at the end of a long rest.

Attack of the Demon Blade (4 Chakra). As part of an attack with a weapon Raiga is proficient with against a restrained creature, he deals maximum damage and an additional 11 damage, and the target is no longer restrained.

Dragon Tail Foot (3 Chakra). Melee Spell Attack: +10 to hit, reach 5 ft., one target. Hit: 12 (3d4 + 4) magical bludgeoning damage and the target is forced 15 feet away from Raiga. This can be used as a bonus action immediately after damaging a creature with an attack with a weapon Raiga is proficient with.

Flying Revolving Sword (2 Chakra). When Raiga makes a melee weapon attack, it becomes a thrown attack with a range of 60 feet. If the weapon is two-handed and an object is targeted, the blade is planted firmly into its side, and creatures with the Path of the Assassin or a passive Acrobatics of 19 or higher may stand on the blade as if it were normal terrain.

Leaf Great Flash (10 Chakra). Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: The target moves 30 ft. in a direction of Raiga's choice.

Leaf Rock-Destroying Rise (4 Chakra). As a bonus action, Raiga's unarmed strikes deal twice as much damage to objects, and half as much damage to creatures, until the beginning of him next turn.

Shadow of the Dancing Leaf (3 Chakra). As a bonus action, Raiga gains the ability to move across any liquid surface— such as water, acid, mud, snow, quicksand, or lava— as if it were harmless solid ground (creatures crossing molten lava can still take damage from the heat) for 1 minute. If he casts this Jutsu while submerged in a liquid, the Jutsu carries him to the surface of the liquid at a rate of 60 feet per round. Additionally, his movement speed increases by half its total (rounded down), and attacks of opportunity against him have disadvantage.

Leaf Gust (8 Chakra). Raiga makes an unarmed strike against every creature within 5 ft..

Deadly Bite (1-4 Chakra). Raiga wields one light melee weapon in his mouth with no penalties. Raiga must spend 1 chakra at the beginning of each of his turns to maintain this effect. Raiga may increase this jutsu's use and maintenance cost by 1 to allow him to wield a non-light melee weapon, by 2 to allow him to wield a two-handed or heavy one-handed melee weapon, or by 3 to allow him to wield a two-handed heavy melee weapon.

Conjoined Twin Fangs (2 Chakra). For 1 minute, Raiga counts as wielding two weapons he could dual wield in separate hands, but his other hand counts as empty.

Rock Avalanche (1+ Chakra). One object Raiga touches takes an amount of lightning damage equal to four times the chakra spent. If the object is destroyed, all creatures within 5 feet if it was Tiny, 10 feet if it was Small, 15 feet if it was Medium, 20 feet if it was Large, 30 feet if it was Huge, or 60 feet if it was Gargantuan must attempt a DC 16 Strength saving throw. On a failure, they take an amount of damage equal to the damage dealt to the object divided by the number of creatures within range. On a success, they take half as much damage.

Lightning Burial: Banquet of Lightning (6+ Chakra). One creature within 30 feet takes 6 (1d6 + 3) lightning damage. This jutsu's range may pass through objects and attack creatures that Raiga is not aware of the location of. If Raiga attempts to do so and such a creature does not exist, the closest creature within range takes the damage instead. Raiga may spend 3 chakra to deal an additional 4 (1d6) lightning damage.

Lightning Strike Armor (8 Chakra). As a bonus action, Raiga gains a +3 bonus to AC (19 total). When a creature hits Raiga with a melee attack, it takes 6 (1d6 + 3) lightning damage. This lasts for 1 minute (concentration).

Lightning Ball (9+ Chakra). Ranged Spell Attack: +8 to hit, range 30 ft., three targets. Hit: 5 (1d4 + 3) lightning damage and the target is moved 5 feet in a direction of Raiga's choice. Raiga may make 1 additional attack for every 3 additional chakra points spent.

Lightning Dragon Tornado (15 Chakra). Raiga forms a dragon within 60 feet for 1 minute (concentration). Raiga can form and control up to 3 dragons at a time. Beyond being Large, vulnerable to thunder damage, immune to non-magical damage, not being able to move, and having 90 hit points and 18 AC, it has the same statistics as Raiga. It acts on Raiga's initiative and has the following actions:

  • Multiattack. It can make one bite attack and two claw attacks.
    • Bite deals 3 (1d6) piercing damage
    • Claw deals 2 (1d4) slashing damage
  • Grapple. The dragon uses the grapple attack. While grappled in this manner, a creature can not breathe.
  • Self Destruct. The dragon can be sacrificed, ramming itself into a target at high speeds as a ranged spell attack. The target is pushed 40 ft. away and takes 36 (8d8) lightning damage on a successful hit.

Thunder Gate (20 Chakra). At the beginning of Raiga's next turn, he rolls 2d20 five times. The first d20 represents how many 5 foot spaces to the right of the bottom left corner from your point of view of this jutsu's range a lightning bolt lands, and the send represents how many spaces up it lands. Every creature within a space a lightning bolt lands must attempt a DC 16 Constitution saving throw, taking 11 (2d6 + 4) lightning damage, or half as much on a success. Raiga may dictate the roll of 1d20 that was rolled to determine a lightning bolt's position for every 2 additional chakra points spent.

Hidden Mist (7 Chakra). Raiga creates a 40 ft. radius cloud of mist around him. For any creature that doesn't have levels in the Path of the Assassin, this area is considered heavily obscured beyond 5 ft.

REACTIONS

Substitution (3+ Chakra). When Raiga is hit by an attack and would take damage, he decreases the damage by 20 (1d10 + 15) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. Raiga can add reduce this damage by an additional 6 (1d10) points per chakra point spent over the initial cost.

One of the Hidden Mist's greatest shinobi. Raiga was inducted into the Seven Ninja Swordsmen of the Mist shortly before the Third Shinobi World War, where he served as a stand-in for the passed Ameyuri Ringo. Unsure of why he fought, he killed with a cold heart without purpose, clinging only to the cruelty the Mist Academy had taught him. Being commanded by Fuguki Suikazan, he was deployed alongside Juzo Biwa, Kushimaru Kuriarare, Jinin Akebino, and Jinpachi Munashi. On what was supposed to be a typical mission, he was sent to intercept Team Choza, comprised of its absent leader and the still-growing Might Guy, Ebisu, and Genma Shiranui. Before they could move in, Might Duy arrived, opening all Eight Gates and killing four of his comrades. Along with Juzo and Fuguki, Raiga was among the only survivors.

Serving as an anbu for years following the war, Raiga eventually met Ranmaru, a young apprentice chef with an undiscovered dojutsu. Recruiting and protecting the boy, Ranmaru eventually became something of a son to him despite his wife being pregnant with their daughter Buntan. Finally having a purpose in protecting each other, Raiga wept for his prior actions, with the two defected shortly after, forming the Kurosuki Family gang in the Land of Rivers, controlling Katabami Gold Mine with an iron fist. When Naruto, Neji, Rock Lee, and Tenten were sent to investigate and take down the syndicate, Raiga confronted them alone, with his goons being nowhere near a relevant caliber. Defeated initially by being thrown off a cliff by a lucky Rasengan, Ranmaru revived him. Believing Ranmaru fully sacrificed himself to bring him back, Raiga stopped playing, almost killing the four genin before the Curry of Life Naruto, Neji, and Lee had eaten kicked in, turning the tables. When Ranmaru awakened, he begged Raiga to stop fighting. Letting down his guard in betrayal, another Rasengan sent him off a higher cliff, coursing a lethal amount of lighting chakra through himself with a single statement: "Ranmaru, you are free now".
