This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Gando has 17 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Evasion. When Gando is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. Gando can take the dash, dodge, and disengage actions as a bonus action for 2 chakra.

Shirogane Clan. The chakra cost of Gando's puppet's innate features (i.e. the ones listed on their creature page) are halved, rounded down. If a feature can only be used a certain number of times per day, he may spend 3 hours with the puppet and a humanoid corpse to allow it to be usable for a number of chakra points equal to 9 / its number of uses.

Puppet Master. Gando is in possession of 5 Elemental Puppets and 5 Barrier Puppets.

ACTIONS

Multiattack. Gando makes two unarmed strike or kunai attacks.

Unarmed Strike. Melee Spell Attack: +6 to hit, reach 5 ft., one target. Hit: 8 (2d4 + 3) bludgeoning damage.

Kunai. Thrown Weapon Attack: +7 to hit, range 30/60 ft., one target. Hit: 6 (1d4 + 4) piercing damage. Gando may spend up to 3 chakra when he takes this action, making one additional attack per chakra point spent. Each additional kunai deals 4 (1d4 + 2) piercing damage on a hit.

Chakra Threads (2 Chakra). Gando creates chakra threads that have 2 hit points and immunity to all damage except magical slashing. When he takes the Attack action, he can replace an attack with a grapple check against a Large or smaller creature within 45 feet. If Gando loses concentration, this effect ends.

Control Puppet. As an action or bonus action while Chakra Threads is active, Gando controls 2 puppets within 40 feet. While controlling his puppet(s), he can choose whether he or one puppet takes his action, bonus action, and/or reaction, and both he and his puppet can take their movement. If a puppet leaves the range of his movement speed, he loses control of it. If he can make more than 1 attack when he takes the Attack action, he may make an attack with multiple puppets or multiple attacks with a single puppet.

Poison Mist Hell: Hundred Continuous Firing (4+ Chakra). When Gando takes the Attack action, one puppet Gando is controlling makes an additional attack with a +2 bonus to its attack and damage rolls. Gando can spend 4 additional chakra to make an additional attack to a maximum of 4 total attacks.

Thousand Hands Manipulation Force (6+ Chakra). When a creature controlling one of Gando's puppets makes a melee attack with his puppet, they may release one of their 3 seals, causing the attack to target every creature in a 10 foot cone and have a +2 bonus to its attack and damage rolls. Gando may increase the range of this cone by 5 ft. for every 3 additional chakra spent by releasing one additional seal. Once a seal is released, it can not be released again until the end of Gando's next long rest.

Great Puppet Ascension (6 Chakra). For 1 minute (concentration), any puppet Gando controls gains a flying speed equal to its movement speed.

Rear Rotor Slipstream (6 Chakra). Until the beginning of Gando's next turn, one of his puppets' movement speed increases by 10 ft., and any creature that ends its turn within 5 ft. of the puppet takes 11 (1d12 + 65) slashing damage.

Leaf Gust (8 Chakra). Gando makes an unarmed strike against every creature within reach.

Early Sacrifice (3 Chakra). Gando moves to one space within 5 feet of one creature within 5 feet and forces them to attempt a DC 15 Dexterity saving throw. On a failure, they are knocked prone and take 6 (1d4 + 4) bludgeoning damage.

Shadow of the Dancing Leaf (3 Chakra). As a bonus action, Gando gains the ability to move across any liquid surface— such as water, acid, mud, snow, quicksand, or lava— as if it were harmless solid ground (creatures crossing molten lava can still take damage from the heat) for 1 minute. If he casts this Jutsu while submerged in a liquid, the Jutsu carries him to the surface of the liquid at a rate of 60 feet per round. Additionally, his movement speed increases by half its total (rounded down), and attacks of opportunity against him have disadvantage.

REACTIONS

Substitution (3+ Chakra). When Gando is hit by an attack and would take damage, he decreases the damage by 13 (1d10 + 8) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. Gando can add reduce this damage by an additional 6 (1d10) points per chakra point spent over the initial cost.

One of only three that remain of the Shirogane clan, Gando was only able to escape his peoples' civil war and subsequent hunter-nin pursuits by following Ibushi. Lying in wait for years, their potential rise to glory finally came when they uncovered a cache of their forbidden puppets on the border of the Land of Wind. After using them to covertly steal the Master Puppet's chakra orbs from the Lands of Wind, Water, Lightning, and Earth, the trio set their sights on the Land of Fire. After attacking numerous villages, they eventually found it in Kisaragi Village, just south of the Hidden Leaf Village, but they were beaten to it by Naruto Uzumaki. After a failed infiltration at the hand of Meno, Ibushi had no better option than to present an ultimatum to the villages: hand over the spirit orb or face a full scale invasion of the Hidden Sand and Leaf Villages, which would be devastating so shortly after the Hidden Sound Village's own attack. Setting Kakashi and Might Guy to ambush at the meeting point, Gando was still able to use his barrier puppets to seal off himself, the spirit orb, and Naruto. However, the barriers did not hold long against the might of two jonin, and a Rasengan from Naruto was able to quickly kill Gendo. With his final breath, he revealed his final ploy, the spirit orb was already within one of his puppets headed straight for the Master Puppet; his fight was solely to waste their time.
