Medium humanoid (human), lawful neutral Armor Class 19 (Natural Armor)
Saving Throws Int +10, Wis +9 Chakra. Chiyo has 30 chakra points which she can expend. All chakra points are regained at the end of a long rest. Discernment. When Chiyo is targeted by an area effect that lets her make a Wisdom or Intelligence saving throw to take only half damage, such as fireball, she instead takes no damage if she succeeds on the saving throw, and only half damage if she fails the save. Ninja Speed. Chiyo can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces. Master Strategist. Chiyo, her puppets, and her allies have advantage on an attack rolls against a creature if she or at least one of her allies or puppets is within 5 feet of the creature and the ally isn't incapacitated. On a hit, its damage roll gains a +4 bonus. Puppet Master. Chiyo is in possession of Karasu, Mother and Father, and the Chikamatsu Collection of Ten. ACTIONSMultiattack. Chiyo makes three unarmed strike or kunai attacks. Unarmed Strike. Melee Spell Attack: +9 to hit, reach 5 ft., one target. Hit: 14 (4d4 + 3) magical bludgeoning damage. Kunai. Thrown Weapon Attack: +9 to hit, range 30/60 ft., one target. Hit: 5 (1d4 + 3) piercing damage. Chiyo may spend up to 3 chakra when she takes this action, making one additional attack per chakra point spent. Each additional kunai deals 3 (1d4 + 1) piercing damage on a hit. Chakra Threads (2 Chakra). Chiyo creates chakra threads that have 20 hit points and immunity to all damage except magical slashing. When she takes the Attack action, she can replace an attack with a grapple check against a Huge or smaller creature within 60 feet. Chiyo may use Arcana for this grapple check. Creatures grappled in this way become restrained. Control Puppet. As an action or bonus action while Chakra Threads is active, Chiyo controls up to 5 puppets within 40 feet. While controlling his puppet(s), she can choose whether she or one puppet takes her action, bonus action, and/or reaction, and both she and her puppet can take their movement. If a puppet leaves the range of her movement speed, she loses control of it. If she can make more than 1 attack when she takes the Attack action, she may make an attack with multiple puppets or multiple attacks with a single puppet. Strategic Manipulation. One creature that is restrained by Chiyo's chakra threads moves up to 60 feet and takes an action. For this action, it is not considered restrained. This action cannot be an action Chiyo cannot take. Black Secret Technique: Machine One Shot (8 Chakra). One puppet Chiyo is controlling forces one creature within its reach to attempt a DC 18 Intelligence saving throw. On a failure, they have disadvantage on all checks and saving throws until the end of their next turn. A creature may choose to take 9 (2d8) + the puppet's Dexterity modifier magical slashing damage and automatically succeeding the saving throw. Black Secret Technique: Machine Two Shot (4 Chakra). While one puppet Chiyo is controlling is grappling a creature, she detaches its limbs and turn them inward. On Chiyo's next turn as another action, the target takes 11 (2d10) + the puppet's Dexterity modifier magical slashing damage. Black Secret Technique: Machine Triple Shot (6 Chakra). While one puppet Chiyo is controlling is grappling a creature, any attacks against the creature automatically roll a 20 until the beginning of Chiyo's next turn. Poison Mist Hell: Hundred Continuous Firing (4+ Chakra). When Chiyo takes the Attack action, one puppet Chiyo is controlling makes an additional attack. Chiyo can spend 4 additional chakra to make an additional attack to a maximum of 6 total attacks. Healing Jutsu (1-20 Chakra). One creature Chiyo touches regains an amount of hit points equal to the amount of chakra points spent. Chakra Control. As a bonus action, Chiyo reduces the chakra cost of the next Jutsu she uses before the end of her turn by 5. The minimum chakra she can expend on a jutsu using this is 1. Chiyo may use this 4 times, regaining all uses at the end of a short rest. Mystical Palm. Chiyo has a pool of 21d6. As a bonus action, she can heal one creature she can see within 60 feet, spending dice from the pool to a maximum of 15 (4d6), causing the target to regain the total. One's Own Life Reincarnation (80 Chakra). One creature that has been dead for no longer than 72 hours becomes alive and is returned to its maximum hit points. Chiyo may replace this jutsu's chakra cost with dying instantly after the jutsu is cast. REACTIONSSubstitution (3+ Chakra). When Chiyo is hit by an attack and would take damage, she decreases the damage by 25 (1d10 + 20) and teleports up to 15 ft. in any direction to an unoccupied space, during which she takes the Hide action. A generic object is left in her place and she takes any remaining damage from that attack. Chiyo can add reduce this damage by an additional 6 (1d10) points per chakra point spent over the initial cost. Mechanical Light Shield Block (1+ Chakra). When a creature within 5 feet of one puppet Chiyo is controlling would take damage, the damage taken is decreased by 9 (2d4 + 4). For every chakra point spent above 1, the damage the creature takes is reduced by 2. |
The Hidden Sand Village's chief puppet master and medical-nin, Chiyo has a long, violent history, from having a blood feud with Sakumo Hatake to sealing Shukaku inside Gaara, to creating the circumstances for her grandson's madness and defection. In her old age, she retreated into the deepest residence in the Hidden Sand to never be involved in the world's pain again. However, when Sasori kidnapped the Kazekage, she had no choice but to help. As the battle subsided, both her grandson and the Kazekage who promised unity with the other villages lay dead. Wishing to cause as much right as tragedy she had caused, she sacrificed her life to revive Gaara. |
