Medium humanoid (Raikage), lawful neutral Armor Class 21 (Natural Armor)
Saving Throws Int +7, Wis +6 Chakra. The Third Raikage has 41 chakra points which he can expend. All chakra points are regained at the end of a long rest. Specialized Chakra. The Third Raikage has 10 specialized chakra points which he can expend on jutsu labeled Lightning Style. All chakra points are regained at the end of a long rest. Evasion. When the Third Raikage is targeted by an area effect that lets him make a Dexterity saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save. Ninja Speed. The Third Raikage can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces. Strongest Shield. The Third Raikage has a damage reduction and damage threshold of 5. ACTIONSMultiattack. The Third Raikage makes three unarmed strike attacks. Unarmed Strike. Melee Spell Attack: +11 to hit, reach 5 ft., one target. Hit: 17 (4d4 + 5) magical bludgeoning damage. Basic Taijutsu Technique (3 Chakra). As a bonus action, the Third Raikage makes two unarmed strikes.. Shadow of the Dancing Leaf (3 Chakra). As a bonus action, the Third Raikage gains the ability to move across any liquid surface— such as water, acid, mud, snow, quicksand, or lava— as if it were harmless solid ground (creatures crossing molten lava can still take damage from the heat) for 1 minute. If the Third Raikage casts this Jutsu while submerged in a liquid, the Jutsu carries them to the surface of the liquid at a rate of 60 feet per round. Additionally, his movement speed increases by half its total (rounded down), and attacks of opportunity against him have disadvantage. Leaf Rock-Destroying Rise (4 Chakra). As a bonus action, the Third Raikage's unarmed strikes deal twice as much damage to objects, and half as much damage to creatures, until the beginning of their next turn. Lightning Style Aura. As a bonus action, the Third Raikage begins exuding dangerous chakra up to a number of feet equal to the amount of chakra spent at the beginning of each subsequent turn x 5. This effect ends if he stops spending chakra. Any creatures that end their turn in this area take 3 (1d6) lightning damage. Any attacks made against the Third Raikage by creatures inside this area have disadvantage, and if he is subject to a saving throw caused by a creature inside this area, he has advantage. Lightning Style: Black Panther (30 Chakra). Each creature in a 20 ft. by 80 ft. line must make a DC 18 Dexterity saving throw. On a failure, they take 43 (6d12 + 2) force damage and 4 (1d8) thunder damage and are blinded for 1 minute. On a success, they take half as much damage. The target may retry this saving throw with disadvantage at the end of each of their turns, no longer being blinded on a success. Lightning Style: Lightning Cloak (5 Chakra). The Third Raikage gains the following:
Lightning Style: Lightning Chakra Mode (5 Chakra). As a bonus action while Lightning Cloak is active, the Third Raikage gains the following:
Lightning Style: Jigokuzuki. Melee Spell Attack: +12 to hit, reach 5 ft., one target. Hit: 25 (5d6 + 6) lightning damage. The Third Raikage may spend 2 additional chakra to deal an additional 3 (1d6) damage, and may decrease damage by 3 (1d6) to add 2 (1d4) to his attack roll. Lightning Style: Liger Bomb (15+ Chakra). While Grappling a creature while Lightning Cloak is active, both the Third Raikage and the target become prone and they must attempt a DC 20 Constitution saving throw. On a failure, they take 37 (8d6 + 6) force damage. On a success, they take half as much damage. Lightning Style: Lightning Straight (10-30 Chakra). The Third Raikage moves 15-45 feet in a straight line and forces one creature within 5 ft. to make a DC 20 Dexterity saving throw. On a failure, they take 33 (4d12 + 6) magical bludgeoning damage. The Third Raikage may increase this damage by 6 (1d12) for every 5 additional chakra points spent to a maximum of 61 (8d12 + 6). REACTIONSSubstitution (3+ Chakra). When the Third Raikage is hit by an attack and would take damage, he decreases the damage by 23 (1d10 + 18) and teleports up to 15 ft. in any direction to an unoccupied space, during which he takes the Hide action. A generic object is left in his place and he takes any remaining damage from that attack. The Third Raikage can reduce this damage by an additional 5 (1d10) points per chakra point spent over the initial cost. |
While first becoming Raikage when his predecessor died, A's reign of the Hidden Cloud Village truly began when the Eight-Tails made multiple attacks on important Cloud locations and individuals, despite being sealed within his nephew, implying that the seal was weakening. Finally deciding enough was enough, he sealed the beast inside the Kohaku no Jōhei, receiving his first major injury and killing Blue B in the process. Following his life's greatest shame, he held tryouts to adopt a worthy brother for his son, who would ultimately become his successor. Killer B would be the only worthy candidate, thus resulting in his adoption. Passing the secrets of Black Lightning down to the future Sixth Raikage, and passing his Lightning Style Chakra Mode down to his son, his combined powers make many consider him the single strongest Raikage in the Cloud's history. During the Third Shinobi World War, he fought an army of ten thousand shinobi for three days straight, saving the lives of many of his own and taking those of his enemies. It was only when Minato arrived at the end of the third day that the Third finally met his match, being struck down by his own attack in the same weak spot he had made many years before. |
