Environment Tables (Sunken Rlyeh City Encounter Supplement)
From D&D Wiki
The following tables are the City of Rlyeh encounters for the Sunken Rlyeh environment.
- Rlyeh City Encounters
This table is for encounters in Rlyeh, or encounters occurring within visual range of the city’s inhabitants. The DM may elect to select and prepare encounters in advance, or assign a probability of encounters in a given time interval, or mandate a randomly selected encounter. If duplicate random encounters occur, reroll.
Instructions: Party Level assumes a balanced party of four characters in the level range shown. DM may adjust encounter strength as appropriate.
Creatures encountered in their lair may have wealth/treasure there. DM may place appropriate treasure, or roll randomly using whatever treasure tables are available. Random treasure should be rolled in advance of any interaction, in case the item(s) would be of any use to the owner. If random treasure rolls indicate armor or weapons, DM should adjust the style/type to be whatever is favored by that creature type, as appropriate. For example, if a treasure roll for a Deep One Priest of Dagon results in a +1 Sword, it should be changed to a +1 Quarterstaff.
Creatures encountered in Rlyeh but outside of their lair will not have wealth on their persons except: Deep Ones (5e Race) as described below; Deep Ones(5e Creatures), Deep One Priests of Dagon, Deep One Behemoths, Tentacle Devils, Pearl Titans, Silver Giants, and Sea Hags each have 10% of their XP value in gold, gems, or jewelry items.

There are many of them lurking in the slime-covered open structures of Rlyeh, watchful for unsuspecting prey. They have an insatiable hunger and cannot avoid the temptation of a quick and easy meal. |
Colossal Octopus | Ever hungry, Colossal Octopi will attack for food but will beat a hasty retreat if their prey are well able to defend themselves. |

Deep One Behemoth | Deep One Behemoths are typically on a mission for Father Dagon or Mother Hydra. They despise outsiders and will attack on sight. |

Pearl Titan | The Pearl Titans of Rlyeh are lawful evil and each controls land, slaves and vassals, and a cyclopean mansion there. They are not necessarily allied with the servants of Cthulhu or even other Pearl Titans, and each may find reason to deal with outsiders. |
Sea Hag | Sea Hags frequent the area due to the presence of the gate and the variety of life forms it draws. They kill out of spite and in hopes of personal gain. |
Sea Slime | Sea Slimes take advantage of slime and seaweed in the water to surprise their prey. |
