This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Toki has 12 chakra points which he can expend. All chakra points are regained at the end of a long rest.

ACTIONS

Unarmed Strike. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 5 (1d4 + 3) bludgeoning damage.

Drill. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) piercing damage.

Kunai (0-3 Chakra). Ranged Weapon Attack: +5 to hit, range 20/60 ft., one target. Hit: 5 (1d4 + 3 piercing damage. Toki may spend up to 3 chakra when they take this action, making one additional attack per chakra point spent. Each additional kunai deals 3 (1d4 + 1) piercing damage on a hit.

Basic Ninjutsu Technique (1 Chakra). As a bonus action, Kakashi can move across liquid surfaces as if they were solid. If he is submerged, he rises to the surface of the liquid at a rate of 60 feet per round.

Transformation (1+ Chakra). Toki becomes identical to a person, creature or non-magical object they have a complete visual image of. This can not be a light source, armor, tool, or vehicle and, and they can not recreate a magical effect. Creatures must make a DC 13 Investigation check realize that they are transformed. If the creature saw them performing the Jutsu, they automatically succeed. This does not change statistics, save for granting the creature's swimming and flying speeds.

Body Flicker (3 Chakra). Toki's movement speed doubles, and their movement does not provoke attacks of opportunity.

Fissure (3 Chakra). Toki creates a 30 ft. long, 10 ft. wide, 50 ft. deep or smaller fissure. Each creatures in the area must make a DC 13 Dexterity saving throw. On a failure, it falls into the fissure. A creature in the fissure can try to climb out by making a DC 13 Athletics or Acrobatics check. The fissure has an initiative of 20. At the start of its fourth turn it closes. A creature still in the fissure takes 13 (3d6 + 3) force damage and is pushed to the top.

REACTIONS

Substitution (3+ Chakra). When Toki is hit by an attack and would take damage, they decrease the damage by 8 (1d10 + 3) and teleport up to 15 ft. in any direction to an unoccupied space, during which they take the Hide action. A generic object is left in their place and they take any remaining damage from that attack. Toki can add reduce this damage by an additional 5 (1d10) points per chakra point spent over the initial cost.

A member of the Shinobazu, a small team of dropout academy students turned rogue nin hiding out in the Land of Forests, Toki made a living attacking homes and cargo ships. Like the rest of his team, he made sure to kill any survivors to ensure they wouldn't be attacked by anyone seeking revenge. In an attempt to break Gantetsu, a member of their organization who had been apprehended by the authorities shortly after stealing a large sum of money from the group, Toki created fissures under the river that formed their own currents, separating the transport he was being carried on after Monju split it, but was quickly defeated by Naruto when he moved in to secure Gantetsu.
