You utter a word of power that flash-freezes one creature you can see within range. If the creature you choose has 200 hit points or fewer, a mass of ice appears and encases it, causing that creature to be restrained. Otherwise, the spell has no effect.
The restrained creature must make a Strength saving throw at the end of each of its turns. On a successful save, it breaks out of the ice and the spell ends.
