This creature was created as part of the Player Equivalent CR variant rule using the Naruto: Shinobi (5e Class) class and Genin (5e Background) background, and as such does not follow traditional CR.

Chakra. Garaga has 43 chakra points which he can expend. All chakra points are regained at the end of a long rest.

Endurance. When Garaga is targeted by an area effect that lets him make a Strength saving throw to take only half damage, such as fireball, he instead takes no damage if he succeeds on the saving throw, and only half damage if he fails the save.

Ninja Speed. Garaga can take the dash, dodge, and disengage actions as a bonus action, and can move along vertical surfaces.

Serpent. Garaga counts as Huge for the sake of squeezing. When Garaga grapples a creature, they become restrained. Garaga may have up to 2 creatures grappled at any time. Additionally, Garaga may attempt a grappling contest against a creature within his reach as a reaction when they make an attack.

Infrared Detection. When Garaga takes the search action, he may also attempt a DC 13 Investigation check to locate living creatures and magical effects within 60 feet. He smells a distinct smell around the detected chakra source that communicates what school of magic or chakra nature the magical effect was created from, or one that the creature can use if any. This effect can penetrate most barriers, but is blocked by 1 foot of stone, 1 inch of common metal, a thin sheet of lead, or 3 feet of wood or dirt.

ACTIONS

Multiattack. Garaga can make 3 unarmed strike attacks.

Unarmed Strike. Melee Weapon Attack: +11 to hit, reach 30 ft., one target. Hit: 19 (4d4 + 5) magical bludgeoning damage.

Basic Taijutsu Technique (3 Chakra). As a bonus action, Garaga makes two unarmed strikes

Leaf Gust (8 Chakra). Garaga makes an unarmed strike against every creature within 30 feet.

Leaf Great Flash (5 Chakra). Melee Spell Attack: +11 to hit, reach 30 ft., one target. Hit: The target moves 30 feet in a direction of Garaga's choice.

Shadow of the Dancing Leaf (3 Chakra). As a bonus action, Garaga gains the ability to move across any liquid surface— such as water, acid, mud, snow, quicksand, or lava— as if it were harmless solid ground (creatures crossing molten lava can still take damage from the heat) for 1 minute. If Garaga casts this Jutsu while submerged in a liquid, the Jutsu carries him to the surface of the liquid at a rate of 60 feet per round. Additionally, his movement speed increases by half its total (rounded down), and attacks of opportunity against him have disadvantage.

Leaf Rock-Destroying Rise (4 Chakra). As a bonus action, Garaga unarmed strikes deal twice as much damage to objects, and half as much damage to creatures, until the beginning of his next turn.

Iron Mountain Leaning (3 Chakra). As a bonus action when a friendly creature attempts to knock a creature within 5 feet prone, the target has disadvantage if the effect is a saving throw, or the friendly creature has advantage if it is an an attack roll or skill check.

Many Hidden Shadow Snake Hands (4 Chakra). One creature Garaga is grappling must attempt a DC 16 Strength saving throw. On a failure, they become poisoned for 1 minute. They may retry this saving throw at the end of each of their turns, ending this effect on a success.

Petrifying Venom (15 Chakra). As a bonus action immediately after a successful unarmed strike against a Titanic or smaller creature, the target must attempt a DC 16 Dexterity saving throw. On a failure, they are petrified for 1 minute (concentration). When a creature makes a critical hit against you, they may choose to be targeted by this jutsu without Garaga spending chakra to remove his ability to use this jutsu or any jutsu that relies on it until the end of his next long rest instead of the normal additional effects of a critical hit.

REACTIONS

Once an idealistic, young snake from Ryūchi Cave around the Warring States Period, Garaga leaped at his first opportunity to become a shinobi's summoning beast. However, when the shinobi wished to retreat from battle against Garaga's wishes, he was betrayed, losing his right eye to the shinobi's Lightning Style ninjutsu. Wallowing in his injury and hatred, he remained in the furthest chambers of his homeland, thrashing at anyone that came close, much to his leader's distaste. Far more vocal about his irritability than Manda, the only thing he truly held in high regard for quite a while was his own strength.

Years after the Fourth Shinobi World War, when a team of Leaf shinobi including Sarada Uchiha, Sasuke Uchiha's daughter, were sent on a doomed mission to disable his petrifying venom by taking his reverse scale, Garaga fought the group and Aoda to a standstill. After an exchange of blows left both snakes too injured to continue, Garaga retreated to his lair where a sneak attack from Boruto accidentally connected the two's spiritual energy. As they exchanged their foundational memory, with Boruto receiving the recollection of Garaga's betrayal and Garaga watching Boruto finally connect with his father and all the history the man shared, Boruto explained that he needed to find Mitsuki no matter what as the two were friends, a concept Garaga found ridiculous. However, when the boy offered a contract; that should Boruto and Mistuki remain friends Garaga would acknowledge Boruto, and that should Boruto fail he should be eaten, Garaga found his determination humorous, becoming the boy's summon, if only until Mitsuki rejoined the Leaf Village.
