Whenever you touch something from any time you touched them to the moment you use this spell, you may say the exact name of the thing you touched, including living beings, and replaces rules for that being, if you do not know its proper name, you can not make a rule for it. You must describe what the rule does, the distance of the rule, the duration of the rule as well how its triggered and its limitations to your DM. You can only have one rule active at a time as a 1st level spell

If its on another living creature other than yourself (unless their a willing creature), you must make a wisdom saving throw + your spell mod against their CR rating (or level if its a player), this also ignores spell immunity.

The severity of what the rule may be must be within your spell casting power, discussion with your DM is highly advised. At 1st level, the spell may do a max of 1d8+spell mod.

For example: I touched the water around myself, all water 10 feet away from me becomes boiling hot dealing 1d8 fire damage + spell mod to all creatures who fail a con save against my spell DC that are farther than 10 feet from me

At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the number of targets increases by 1 per level above 1st.

At Higher Levels. When you cast this spell using a spell slot of 2nd level or higher, the number of dice increases by 1 per level above 1st.

At Higher Levels. When you cast this spell using a spell slot of 3rd level or higher, the max stage a dice can be casted as increases by 1 stage, increasing by 1 every 3 levels above third (d10 at 6th level and d12 at 9th level.
