You touch a creature and cause a wave of lethargy to wash over them, slowing them down. If they are unwilling, they can make a Wisdom saving throw to resist the effect. On a successful save, nothing happens. On a failed save, their movement speed is halved, and if they can make multiple attacks, as with the Multiattack feature, they may only take half that many attacks per turn (rounded up). They may repeat the saving throw with disadvantage each turn, ending the effect on a success.
