You cause water to coalesce into a water phantom of your choosing, which aggravates creatures and attacks with ripples of water. Each creature within a 5-foot radius sphere centered on that point must make a Charisma saving throw. On a failure, they become aggravated and must spend their action to attack the phantom. Creatures affected by this spell may remake their saving throws at the start of their turns to not be affected. Additionally, whenever a creature starts their turn within 5ft of the phantom, they take 2d6 psychic damage and 2d6 cold damage as they are mentally and physically assailed by the water phantom.
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, add 1d6 to both the cold and psychic damage dealt.
