- Hey there UnderKoopa, I wanted to give my feedback on this item and the cloaks in general. For this cloak and the cloak of the bearded devil, my overall impressions are that these cloaks have too many good properties for rare items. In comparison, an uncommon item, the goggles of night give 60 feet of darkvision and the rare armor of resistance has always on resistance to only one damage type. I believe the ability to gain immunity to these damage types should be removed on the rare cloaks, the charge amount should be heavily reduced (idk to what, perhaps 6~7?), the charges regained should be reduced (1d4 + 1?), and the darkvision granted reduced to 60 feet instead of 120 feet.
- As for the cloaks in general, all of them are in fact wondrous items as magical armor in 5e is specifically only shields and armor itself (like plate) not clothes/cloaks, see the cloak of elevenkind as an example. Next, the to hit bonuses and save DC's are too low on many of these items, I would recommend checking pp. 200 of the DMG for the Save DC's and attack bonuses of spell scrolls at different rarities as an example. Finally, seeing as these items are cloaks, it makes sense that they could grant you spell like properties that you can use. However, it is a bit confusing as to how these cloaks grant you another attack option with some of the cloaks' homebrew melee weapon attack properties. I would recommend making these properties have on hit effects or to do something similar to how paladin smite spells work.
