Shuigu (Shinobi World Supplement)
Wondrous Item (Unique), Legendary (Requires Attunement) The Shuigu is a special tool gifted by the sage of the six paths that resembles a golden cane with a ring at its end. It can produce a limitless amount of water, with only those attuned with it being able to fully control the tool. While this item requires attunement, creatures without attunement may use it. However, unlike those attuned to it they won’t have control over the waters. Special Attunement. To attune to this item, you must remove the ring at the bottom of the staff and pull out the scroll before signing your name in your blood and marking the contract with your fingerprints. Water Creation. As an action, you can spend up to your level in chakra, creating 10 times the amount spent in gallons of water within 1 mile or your chakra sense if it is higher. Additionally, you can use an action to spend up to your level in chakra, producing rain that covers an amount of miles equal to the amount spent, which lasts for a number of minutes equal to 10 times the amount spent. If you aren’t attuned to this item, whenever you use this feature your gm rolls a d20. This is the amount of chakra you spent in this feature, unwillingly. Water Manipulation. Whenever you cast a Water Style jutsu, you can grant it one of the effects of Gifted User. If you aren’t attuned to this item, your gm must roll a d20 whenever you use this feature.
