I noticed a lot of spells in 5e homebrew that seem outside the normal power of a ninth level spell. Should there be a page for higher level spells?

There are two homebrew rulesets on this wiki I'm aware of that already tackle this issue through different methods. First, there's my own take on epic spells, spells of legend. I would say those spells need balanced to be 9th level.

I think there should be level 10 spells in 5e. You would gain access to them at levels 19 and 20 if you gained access to 9th level spells at levels 16 and 17. I also think some 9th level spells, like Wish, should be 10th level, and that using a 10th level slot can add another damage die/healing die/whatever if the spell already allows for casting at a higher slot for an already written added benefit.
It just makes sense to me. I'm sure many 'traditionalists' will be mad about the idea. I think that if you're here, you're not D&D homebrew-phobic though.
