One person within range that you can see must make a Wisdom check against your spell save DC or become fixated on an object or person of your choice and will remain laughing at it until it or the target is harmed, or until the spell ends.
The amount of targets that can be affected by the spell each cast increases by one at for every spell level above 1st that it is cast with.
