Wondrous item, legendary (major) (requires attunement)

The gems on this leather choker slowly shift through the colors of the rainbow, but also to colors matching particularly strong emotions of any creature wearing the choker (such as red ruby for intense rage, yellow topaz for pure joy, and blue sapphire for deep sadness or grief). You can speak through the choker as though it were a mouth, which speaks in a crystal-clear voice otherwise identical to your own. You can choose to mumble, slur, and otherwise muddle the voice created by the choker, which can be as quiet as a whisper or as loud as a roar. The choker can produce noise even in an area of magical silence, and can perform the verbal components of spells for you. You can speak through the choker even as you are speaking normally, but you must maintain concentration on the effect if you and the choker are not speaking the same words, as though concentrating on a spell.

Echo. Whenever a creature casts a spell with a verbal component on you, you can use your reaction to copy the spell's effects, targeting another creature within the spell's range originating from you. If the spell requires concentration, the copied effects end when the caster's concentration is broken. If the spell requires an attack roll or the saving throw, you use the caster's spell attack modifier for your attack roll and the caster's spell save DC for the saving throw. Once you use this property, the choker cannot be used in this way again until dawn the next day.

Mimic. While a creature is speaking to you, you can use a reaction to trap the sound of the creature's voice in the choker, saving it for later use. Anytime thereafter when you choose to speak through the choker, you can choose to perfectly mimic the trapped sound, magically replicating the creature's speaking habits and mannerisms in addition to the sound. This effect lasts for 1 hour, during which you can speak with both your normal voice through your mouth and with the replicated voice through the choker. Once you use this property, the choker cannot be used in this way again until dawn the next day.

Voice of Voices. You can use an action while you and the choker are speaking the same words magically compel creatures to obey you. The choker gains 10 charges, which can be used to cast the following spells at once in any combination: charm person (1 charge), compulsion (8 charges), dominate person (5 charges), fear (6 charges), and suggestion (1 charge). You maintain concentration on all of the cast spells as though they were a single spell, and multiple castings of the same spell cannot target a creature more than once. Unexpended charges are lost. Once you use this property, the choker cannot be used in this way again until dawn the next day.
