Transformation Hoop (5e Equipment)

Does passing through the hoop require any sort of action, or can a player do it at will (effectively instantly)? 5e doesn't have terms like "anthro" and "feral" for creatures, is this meant to be humanoids and beasts? If so, being able to transform into a drow matron mother (or even just an archmage if we're only using the Monster Manual) forever until you decide to turn back is far more powerful than a +1 weapon (another uncommon item) and is better than some legendary items. What does it mean for your size category to not increase but for the increase to be "recorded"?

Wondrous item, uncommon

Once you pass through you turn into an anthro or feral creature of your choice. you stay medium but size increase has been recorded. it works both ways,so if you get a result you don't want you can just pull it back over. if there is a size difference the hoop stays on the same spot relative to the size difference. once your body part is through you fully feel the changed form on the other side.
