Amphibious. The tlalocoatl can breathe air and water.

Legendary Resistance (3/Day). If the tlalocoatl fails a saving throw, it can choose to succeed instead.

Magical Flight. The tlalocoatl loses its flying speed while in the area of an antimagic field.

ACTIONS

Multiattack. The tlalocoatl can use its Frightful Presence. It then makes three attacks: one with its jaguar bite, one with its serpent bite, and one with its wrap.

Jaguar Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 52 (8d10 + 8) piercing damage.

Serpent Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 29 (4d10 + 8) piercing damage, and the target must succeed on a DC 22 Constitution saving throw or be poisoned and take 20 (6d6) poison damage at the beginning of each of its turns for 1 minute. The creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Wrap. Melee Weapon Attack: +14 to hit, reach 5 ft., one target. Hit: 36 (8d6 + 8) bludgeoning damage, and the target is grappled by the tlalocoatl (escape DC 22). While grappled in this way, the target is restrained.

Breath Weapons (Recharge 5-6). The tlalocoatl uses one of the following breath weapons:

Steam Breath. The tlalocoatl's jaguar head exhales steam in a 90-foot cone, causing the area to become heavily obscured for 1 hour or until a wind of moderate or greater speed (at least 10 miles per hour) disperses it, and any creatures within the area must make a DC 22 Constitution saving throw, taking 71 (13d10) fire damage on a failed save, or half as much damage on a successful one.
Ice Breath. The tlalocoatl's serpent head exhales shards of ice in a 90-foot line that is 10 feet wide. Each creature in that line must make a DC 22 Dexterity saving throw, taking 71 (13d10) cold damage on a failed save, or half as much damage on a successful one.
Rain Breath. Both of the tlalocoatl's heads exhale, creating a torrent of water in a 120-foot cone, extinguishing exposed flames in the area and creating a storm cloud that is 10 feet tall 100 feet directly above the area. Each creature in that cone must make a DC 22 Dexterity saving throw, taking 71 (13d10) bludgeoning damage on a failed save, or half as much damage on a successful one.

Frightful Presence. Each creature of the tlalocoatl's choice that is within 120 feet of the tlalocoatl and aware of it must succeed on a DC 22 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the tlalocoatl's Frightful Presence for the next 24 hours.

Lightning Storm (1/day). Lightning strikes three points within 120 feet of the tlalocoatl that are beneath a rain cloud it can see. Each creature within 5 feet of each point must make a DC 22 Dexterity saving throw. A creature takes 55 (10d10) lightning damage on a failed save, or half as much damage on a successful one.

LEGENDARY ACTIONS

The tlalocoatl can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The tlalocoatl regains spent legendary actions at the start of its turn.

Detect. The tlalocoatl makes a Wisdom (Perception) check.
Wrap Attack. The tlalocoatl makes a wrap attack.
Rain Burst (Costs 2 Actions). The tlalocoatl regains use of its breath weapons and flies up to half its flying speed.
Sacrifice to Azul (Costs 2 Actions). The tlalocoatl makes a jaguar bite or serpent bite attack. If this attack kills a humanoid, the tlalocoatl regains use of its Lightning Storm.
