If allowed to play this at 5th level or higher, each blast from the cantrip would push for 10 feet, increasing the distance you can shove someone who gets within your reach. Now, since most enemies are reallyreally fast (or are at least as fast as you), the build doesn't work for consecutive turns at lower levels because they can just Dash and take their own opportunity attacks against you if you try to move away without attacking first or using the Disengage action, but once you can push the same creature 20 feet, 30 feet, or even 40 feet each time, it becomes far more powerful and far more useful, especially if you have allies who can come in and take the aggro away from you. The only requirement for War Caster is that spell can only have one target, so if you direct all attacks from eldritch blast at the same target, there's no problem to be had! Also, this build is perfectly workable in Adventurer's League games because the DMs there have to play RAW, not RAI, so someone could have a grand ol' time pushing away everyone who gets too close and the DM, no matter how much "in their right mind" they are, can't stop this build.
