I see nothing wrong with the staff, cold stone, so I have gotten rid of the template, if you dislike what I did, please share your thoughts.-Paste

Re: Wording[edit]

I rather like the flavor of this item so I don't want to just rewrite it. If it were reduced to its standardized effects, it might look like the block below. Personally I'd rather this block a second column or an {{Aside}}, rather than a blanket replacement of the original text.

Gray Ooze Creation. This magic staff has 1 charge, which is restored when you finish a long rest with it. As an action you can touch the staff to an inanimate stone of Large size or smaller, which consumes the charge and transforms the stone into a gray ooze of equal size. This ooze will not attack you or your allies, so long as you possess the staff.
Gray Ooze Petrification. If you touch or successfully attack any gray ooze with the staff, it is instantly petrified into solid stone indefinitely.
Rusting Touch. If you touch or successfully attack any metal object with the staff, the object is corroded. A corroded weapon suffers a -1 penalty to damage rolls with it, while corroded armor or shield reduces its provided AC by 1. This penalty stacks for each touch. If the AC's benefit is reduced to 0 or a weapon ever has a -5 penalty, the item is destroyed.
Any unattended metal object object other than a weapon or armor is treated as having an AC of 5, and on a hit the object takes 2d10 acid damage instead of the normal damage for a staff.
Great Gray Revival. If you speak the command word and touch the staff the the ground, the staff permanently transforms into a Tiny gray ooze, which is friendly to you and your allies, but under no compulsion to fight for or with you. Every 24 hours this ooze grows in size one step—becoming Small, then Medium, then Large, then Huge, and after 5 days becomes Gargantuan and stops growing.

To my knowledge there are not stat blocks for gray oozes of different sizes, other than the gray oozeling, but perhaps that is a separate concern.
