The main issue is how the Tenseigan is represented in canon, though to say it's weak would be to completely misuse this path. The Tenseigan's chakra sense was always meant to be comparable to the Byakugan's (which is incredibly useful in quite a few adventures) and is permanently active before 15th level unlike the Byakugan. Dreamspeak's telepathy also goes a long way (and is pretty rare in a Shinobi World campaign), and is also permanent. The Deva Path offers relatively high damage and control to multiple creatures across a decent range for little cost. Masted Tenseigan may actually be too powerful, as not only can it completely negate very common hazards and the main strategy of most Path of the Assassin enemies, and can let a 20 chakra Shinra Tensei cover a 70 foot radius minimum (560 foot radius with an easily achievable 20 Passive Perception). Tenseigan Chakra Mode is where this path becomes good for combat; its benefits are genuinely insane: its Six Paths chakra basically negates the high costs of this path's justu, any flying speed is a huge bonus (especially in combination with Mastered Tenseigan), and by 24th level its upkeep can be easily reduced to 0 (and can even become negative at 30th). Puppet-Cursing Sphere: Disconnect is meant to be this ability, as while it clearly rids Naruto of his chakra, we don't necessarily see it giving Toneri the same chakra (especially when getting any amount of tailed beast chakra has visible effects, much less the majority of both halves of Kurama's chakra).
