Wondrous Item, Rare

The saw collar is an item that resembles a gilded choker that is not adorned by anything special. The inner side of the band is etched with marks that are not of language While it was originally a magic item used to execute the wearer, mechanical, nonmagical versions do exist in some technologically advanced nations, though they are even rarer. Due to the brutal nature of this torture and execution tool, it is not commonly used, save for by the most sadistic of royal torturers and executioners. Some nobles have procured copies of this collar for their own uses, which have been more nefarious than not. Criminal circles also use these on slaves, thralls, and even for fun on initiates. It is fitted only for humanoids to wear.

To use the collar, it must be paired either with an item or a key word. This is what actually activates the collar before it is placed on someone. An unpaired collar is pretty useless. A single key word or item can be paired with multiple saw collars at once. The collar will not respond to commands if the wearer tries to use the paired item or key word. Once paired, the one wielding the item or with knowledge of the keyword can cause the following effects on someone the collar is placed on by saying the following phrases while within 60 feet of the collar:

Suffocate. As an action, you cause the wearer of the collar to stop breathing. This effect does not affect undead or constructs. This phrase can be used again to stop its effect.

Off With Their Heads. As an action, you have the collar's inner etchings shoot out magic energy like a blade. The wearer of the collar has their head cut off and dies if it cannot survive without its head.

Unlock. The collar unlocks and falls off.
