Sultan Kara al-Zalim "Fierce Sword of the Sea" rules Jumlat by the grace of Caliph Nurah al-Din
Government: Sultan Kara al-Zalim rules, despite being only the nephew of the past Sultan. He was chosen over the first three heirs after he destroyed the Ganan fleet at Elephant Isle and then sacked Gana's harbor, taking almost half a million gold in pearls and slaves. His court is full of informers, merchants, and pirates in his favor.

Military: 10,000 men-at-arms of the City Guard, 1,000 mounted Bedouin mercenaries, and an official navy of 45 ships augmented by 20-35 privateers or pirates contracted to bring wealth to Jumlat (though most pearl captains would fight to protect Gana).
