Weapon (any melee weapon), very rare (requires attunement)

A weapon made by sharpening and combining a blue dragon and white dragon's scale, still containing some of the dragon's magical essence.

You gain a +2 bonus to attack and damage rolls made with this magic weapon and it has the finesse property as long as the base weapon does not have the heavy or two-handed properties. You deal an additional 1d4 cold and 1d4 lightning damage when you hit with this weapon. When you hit a dragon with this weapon, the dragon takes an extra 2d6 damage. For the purpose of this weapon, "dragon" refers to any creature with the dragon type, including dragon turtles and wyverns.
This weapon has 5 charges, and regains 1d4 + 1 expended charges daily at dawn. As an action, you can expend one charge to call down a bolt of ice lightning into the blade and bring it down upon a target. Each creature within 10 feet of you must make a DC 16 Dexterity saving throw. A creature takes 2d6 cold damage and 4d8 lightning damage on a failed save, or half as much damage on a successful one. After using this feature the weapon becomes wreathed in ice lightning for 1 minute until you use a bonus action to nullify the effect or until you drop or sheathe the weapon. For the duration, when you hit with an attack using this weapon, the weapon's bonus damage becomes 1d6 cold damage and 1d8 lightning damage.
