You create and disperse a magical mist. This mist is verdant green and vaguely opaque, it smells metallic but has no taste. You can expel the mist and cause it to suspend itself within the spell range. A creature other than you that starts its turn in the mist or moves within the mist on its turn must make a Constitution saving throw, on failure their speed halves (rounding down), on a second failure on a subsequent turn their speed drops to one quarter (rounding down), finally if they failure for a third time their speed become 0. A creature whose speed has been affected by this spell, remains affected for the duration of the spell whether they are within the mist or not.
If the petrifying dust from a gorgon was the material component used then any creature whose speed has become 0 as a consequence of this spell that remains within the mist must make a Wisdom saving throw or become petrified. If concentration is maintained for 1 minute on a petrified target then it becomes permanent.
