If they do not receive damage for 3 rounds (18 seconds), they regain these temporary hit points. Temporary hit points gained in this manner can not exceed 50. ACTIONSMulitattack this creature makes 3 melee attacks when it takes the attack action. Type-1 Energy Sword Melee Weapon Attack: +11 to hit, one target. Hit: 38 (5d12+5) radiant damage. Plasma Rifle Ranged Weapon Attack: +11 to hit, one target. Hit: 33 (4d12+5) radiant damage.

The rank of honor guard councilor is the single highest rank of elites. They bear the helmet of a sangheili councilor, the orange flourishes of an honor guard, and the combat harness of an elite ultra. They act as both a well-respected councilor, chief sangheili war advisor, and head of the honor guard. Only one exists at a time, and, in times that a black sheep can not be found, are often called upon as arbiters. |
