The rank of honor guard councilor is the single highest rank of elites. They bear the helmet of a sangheili councilor, the orange flourishes of an honor guard, and the combat harness of an elite ultra. They act as both a well-respected councilor, chief sangheili war advisor, and head of the honor guard. Only one exists at a time, and, in times that a black sheep can not be found, are often called upon as arbiters.
