Wondrous item, legendary (requires attunement by a creature of evil alignment)

This crimson leather cloak appears to be a pair of folded draconic wings with spiked black ridges that sprout from the wearer's shoulder blades. They fuse with the skin and skeletal structure of the creature upon attunement and act as a fully functional pair of chromatic dragon wings that grow with the wearer. These wings can be used in addition to any natural wings the creature has prior to attunement, adding additional flying speed to their natural abilities.

Chromatic Stigma. Your crimson wings mark you as dangerous and unpredictable. You have disadvantage on Charisma checks against good aligned entities. However, after level 5 your wings give you an edge when dodging attacks, granting you advantage on Dexterity saving throws.

Damage Absorption. You have damage resistance to fire. If you already have damage resistance to fire from another source, you instead have immunity to fire damage. If you already have immunity to fire damage from another source, you instead gain half absorption from fire damage. If you already have half absorption from fire damage, you instead gain full absorption. (None -> Resistance -> Immunity -> Half Ab -> Full Ab)

Draconic Durability. While you are wearing no armor, you can add your Constitution modifier to your Armor Class. If you are wearing light armor, this has a maximum of 3. If you are wearing medium armor, this maximum becomes 2. You do not gain this bonus if you are wearing heavy armor. This effect is in addition to any natural armor, or unarmored defense abilities you may have.

Dragon Fire. If you deal fire damage to a creature or flammable object, it starts burning. At the start of each of its turns, a creature burning in this way takes 1d6 fire damage. A creature that can reach the burning target can use an action to extinguish the fire.

Dragon Flight. You gain a flying speed depending on your level. This flying speed is in addition to your natural flying speed, if you have one. At player level 1, the wings are vestigial and do not grant a flying speed. At level 5, you gain a flying speed of 20 feet while wearing up to light armor. At level 10, your wings become strong enough to grant flying speed while wearing medium armor. At level 15, your flying speed increases to 30 feet. At level 20, your wings are strong enough to support wearing heavy armor and your flying speed increases to 40 feet.

Legendary Resistance (1/Day). If you fail a saving throw, you can choose to succeed instead.

Legendary Action, Wing Attack (1/Day). Once you reach level 15, or level 10 if you have a pair of natural wings, you can use this legendary action at the end of an enemy's turn to violently beat your wings. Each creature within 15 feet of you must succeed on a Dexterity saving throw (DC 8 + your Strength modifier + your proficiency bonus) or take 4d6 bludgeoning damage and be knocked prone. You can then fly up to half your flying speed.
