While you wear this cloak, you can use an action to speak a command word, transforming the cloak into a pair of dragon wings for up to 1 hour and expending 2 charges, or returning it back to its cloak form. The wings grant you a flying speed of 60 feet and you become so nimble that all opportunity attacks against you have disadvantage. As an action while this cloak is in its wings form, you may expend 1 charge to cast gust of wind without expending a spell slot or material components. |
