Cowardice. If the civilian has no temporary hit points, it becomes frightened of any hostile creature that comes within 15 feet of it for 1 minute.

M6C PDW. Ranged Weapon Attack: +2 to hit, range 45/180 ft., one target. Hit: 4 (1d8) piercing damage. This weapon does not have disadvantage when used within 5 ft. of the target. A Civilian only has one secondary weapon.

Gun Bash. Melee Weapon Attack: +2 to hit, reach 5 ft., one target. Hit: 2 (1d4) bludgeoning damage.

While every member of every species within the Covenant is required to have at least surface-level military training and equipment, much of the UNSC is made up of civilians, even in active war zones. While it's uncommon for a civilian to lack any means of protection, it is equally uncommon for them to have more than a simple, low-caliber pistol.
