Equipment, artifact (requires attunement by a cleric)

Warning: This item has been created for a post level 20 campaign.

A core whirring with blue ancient magic, originally bestowed upon Ictus Oculi by the God of Time, Labelas Enoreth. This core stabilises you on this timeline. Ictus found out that you can disrupt its flow for various effects.

Fate of Time. Before an attack hits an ally, as a reaction, you can disrupt the flow of time to give an ally the edge over their opponent, granting them extra time to react. This ability grants an extra action to the affected player. During this action, it is as if time has stopped. Therefore, an enemy cannot make attacks of opportunity, nor does anything move unless it was on the affected creature at the time of casting. This means a rock doesn't fall, and a door doesn't open. If a creature wishes to attack, or cast a spell, they have to hold their action until after the Fate of Time period. Normal rules for holding your action apply here. Therefore, only one attack can be made. You can use this feature a number of times equal to your Proficiency Modifier.

Phasing. The chronal core is not perfect and as such it is constantly calibrating you onto this timeline. This brings an unintended benefit of being harder to hit. Your AC increases by 3. Furthermore, upon closer inspection (DC 15 Perception) a creature can see you shimmering. Additionally, as the flow of time for you is not constant, you can sometimes see glimpses of the future. Therefore, your Wisdom increases by 2.

Time Flow. Affecting the flow of time makes it feel as if the world either moves slower or faster. As a bonus action, you affect the time flow of one creature within a 30ft radius, granting them a 15ft speed boost or 15ft speed reduction on a failed Wisdom Saving throw equal to your Spell DC. This property lasts 1 minute, after which the user is affected next turn by recalibrating to their normal flow of time. During this time, you can not use any movement action except teleportation. You can use this feature a number of times equal to your Proficiency Modifier. However, you can only have 3 instances of this effect up at a time on allies, and 1 at a time on enemies. For the purposes of dispelling this ability, Time Flow acts as a level 5 spell.

Selective Time Stop. Once per day, you can cast time stop, with the added bonus of bringing any creature of your choice within 30 ft with you. During the time stop, you are concentrating. If ANY creature within the spell affects anything other than the affected creatures, or leave a range of 100ft from the original casting of the spell, the spell ends. As morphing the limits of such a powerful spell is extremely strenuous, the core temporarily loses control. Until your next turn, you are vulnerable and your AC drops by 3. Furthermore, You gain one point of exhaustion. This casting of Time Stop does not cost a spell slot.
