You permanently turn a 30-foot radius sphere around you into pure chaos. Instead of having the planar traits of the material plane, the affected area now has the planar traits of Limbo. This has two effects, and may include other effects at the DM's discretion: First, within the area, gravity ceases to exist; creatures float in place, and they may walk in any direction merely by thinking of a direction of travel. Additionally, the area now conforms to the wills of the creatures inhabiting it. Creatures within the area may move objects with their mind, transmute nonmagical inanimate objects into other objects, or stabilize the area in a state they like. See pages 61-62 of the Dungeon Master's Guide for rules on how these effects work.
