You fire a blue flame of wild, uncontrolled magic that becomes bigger and bigger the farther it gets, every 10 feet the flame moves from you, the flame expands, growing from 10ft to a maximum of a 50-foot sphere. Each creature caught in the explosion must succeed Dexterity saving throw or take 4d6 fire damage.
However if a creature made contact with the flame before it exploded, roll a ranged spell attack, if it hits they instead take 12d4 fire damage, if you miss and their still within the explosion range, they still have to roll the Dexterity saving throw. (If they are hit with the initial flame, they are not hit by the explosion as the explosion comes from the first target hit)
Every creature hit must roll a d20, every creature that rolled a 5 or lower must roll a d100 and tell the caster their result, causing a wild magic surge on any wild magic surge table they choose, but they must use the same table for each result.
At Higher Levels. When you cast this spell using a spell slot 1 level above 4th, increase the minimum DC for wild magic surge to happen by 3. 5th=8 6th=11 7th=14 8th=16 9=19
