Saving Throws Constitution +10, Charisma +10, Strength +10 Stormcloak Tactics. Ulfric has advantage on attack rolls if at least one of his allies is within 10 ft. of the creature and isn't incapacitated. Jagged Crown's Influence. If Ulfric is wearing the Jagged Crown at the start of combat, its magical influence casts sanctuary on Ulfric with a Wisdom of DC 12. ACTIONSMultiattack. Ulfric makes one battlecry and two axe attacks. Axe of Cowardice. Melee Weapon Attack: +10 to hit, reach 5 ft., one target. Hit: 13 (1d6 + 10) slashing damage. A target struck by this attack must make a DC 17 Wisdom save, being inflicted with a blood-freezing magical curse. At the start of each turn, that creature takes 4d6 cold damage and makes a DC 15 Wisdom saving throw, ending this effect on a successful save. Battlecry (1/day). Each creature within 60 feet of Ulfric's choosing must make a DC 19 Wisdom save. On a failed save, a creature is frightened for 1 minute or until it is attacked. While that creature is frightened, it can repeat the saving throw at the beginning of each turn.
LEGENDARY ACTIONSThe Stormcloak can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The Stormcloak regains spent legendary actions at the start of its turn. Marked for Death. (1 action) Ulfric shouts in Dovahzul, gaining advantage on any attacks on one creature of his choice and dealing double damage for one round. Whirlwind Spirit. (2 actions) Ulfric shouts in Dovahzul, doubling his speed for the next turn and all opportunity attacks have disadvantage on him. Disarm. (2 actions) Ulfric shouts in Dovahzul, selecting a weapon within 30 ft. of him. Its wielder makes a DC 17 Strength save, having the weapon drop to the floor on a fail. The creature must use an action to retrieve their weapon. Unrelenting Force. (3 actions) Ulfric shouts in Dovahzul, and a wave of thunderous force sweeps out of his mouth. Each creature in a 15-foot cube must make a DC 14 Constitution save. On a failure, the creature takes 3d6 thunder damage, is deafened for 1 minute, and is pushed 10 feet away from Ulfric. On a success, the creature takes half as much damage, isn't deafened, and isn't pushed. |
Ulfric Stormcloak of the Stormcloak Clan is the rebellious Jarl of Windhelm who started the uprising against Imperial rule known as the Stormcloak Rebellion. An incredibly divisive and controversial figure, Ulfric is leading the fight against the Empire in a bid for religious freedom and political independence for Skyrim. For historical information on Ulfric, see the lore article. According to the Imperials, Ulfric assassinated the High King of Skyrim with the Thu'um in an effort to ignite an uprising against the Empire's rule over Skyrim. According to the Stormcloaks, however, he challenged him to one-on-one combat in the old Nord way, only using the Thu'um to put him on the ground, then killing him with his sword. Ulfric gained the ability to use The Voice by training with the Greybeards. Many non-Nord citizens, and also some Nords, consider him to be prejudiced against non-humans. In his city, Windhelm, the Dunmer live in an area called the Gray Quarter, the segregated slums of Windhelm. Likewise, Argonians have been banished to the outskirts of Windhelm. Ulfric refuses to send aid to the Khajiit caravans and non-Nord towns that have been raided by bandits, even though he is "the first to sound the horn" when Nord villages are being threatened. Conversely, many Nords consider Ulfric Stormcloak to be a revolutionary commander who is mounting a legitimate uprising against Cyrodiil's imperialism and the Imperial Legion in Skyrim. Indeed, a common sentiment expressed by many of Ulfric's followers is that the Emperor forfeited the legitimacy of his rule by surrendering to the Aldmeri Dominion and agreeing to outlaw the worship of Talos, and that the Empire of today is essentially a puppet state of the Thalmor which no longer deserves to be formally recognized by any of its provinces. |
