Animate. The Doctor can use 3 hours to animate any number of dead humanoids into zombies that attacks anything living except for him (if he is living).

ACTIONS

Multiattack. The doctor makes two melee attacks or 8 ranged attacks.
Touch. Melee Spell Attack: +13 to hit, reach 5 ft., one targets. Hit: 400 necroic damage.
"Antidote" syringe. Melee Weapon Attack: +13 to hit, reach 5 ft. or 20/60 ft., one target. Hit: 9(1d4 + 7) piercing damage plus 5 (2d4) necrotic damage and the target is under and effect similar to the Confusion spell.


The plague doctor looks like a human with a black cloak on and a mask from the time of the plague on his head. Actually these things are all parts of his physical form.
