The Final Pam is an unbelievably powerful entity who is destined to end the world. She has the power to control almost every natural aspect of the universe, from the passage of time to the natural process of death. The only reason that she has not succeeded in ending reality is because she was sealed in the infinite ocean that holds all of the planes together. She was sealed there by another god, Todd Howard.
Although Pam can no longer directly alter any of the planes of reality, she has been able to send beings created in her image to the physical plane as well as grant some mortals some of her power in exchange for their servitude. She hopes to use her subtle influence to one day escape her prison, destroy Todd Howard, and continue her quest to destroy all of reality.
In order to prevent her return to the world, Todd has chosen several creatures to guard the entrance to the infinite ocean. They stand guard for all eternity, not allowing any being to enter or exit.
Pam does not require much in terms of worship. In return for power, she only asks that her followers try to find some way to free her. It's unknown if they have made any progress.
