Minishark. Ranged Weapon Attack: +4 to hit, range 20/320 ft., one target. Hit: 7 (1d10 + 2) piercing damage. If the arms dealer scores a critical hit, he rolls damage dice three times, instead of twice.

The arms dealer is a man with semi dark skin with black hair tinted with a bit of grey. He is intensely shady and is always advertising his weaponry for sale.
