The AC should be reduced by 1 to 18 based on the CR 16 creature 5e_SRD:Planetar having an AC of 19 and other CR 13 creatures(dragons) having a AC of 18. You could reduce the amount of hit points it receives by around 10 hit points, but besides that everything seems fine. It is a quite balanced overall with all its other traits being just perfect for CR.
