Check out my comments on your Spriggan race; most of that applies here as well. Racial spellcasting and flight, for the most part. Flight should work the same way. Support magic should either be a caster level bonus and a couple spell-like abilities, or racial HD that count as cleric. The underwater combat ability is new but also needs some work; you can simply give the race the ability to breathe underwater (check out an aquatic race for the wording) and give them a racial swim speed and bonus to swim checks. The water control weapon is too powerful; it should probably be a d6 or d8 weapon with a 19-20 or 20 only crit (respectively), one handed, with no masterwork or magical effects. You could create a magic item and/or prestige class focused on making the weapon viable at higher levels (a magic bracelet that you enchant in the same way you would a weapon that confers said bonuses onto your water control weapons would work. Better base damage and crit could come with a higher enhancement level). In addition, perhaps give racial weapon proficiencies in line with what the race favors in SAO.
