How are you getting Weapon Finesse at Level 8? I see that you're obtaining a Feat at Level 8 through the Scout Extra Feat class feature, but the Feats you can actually choose come from a limited list. What you just said threw off the whole progression. Seriously, this is a really nice concept - but 99% of us won't have access to Heroic NPC dice rolls for abilities, since the DM's won't allow it. Issues[edit]
You've got a Ring of Deflection +5, Ring of Freedom of Movement, Ring of Spell Turning, Ring of Invisibility, and Ring of Sustenance. Which is about 3 too many rings (or 2, if you get a Hand of Glory for your amulet slot). You can't even play with swapping rings around, as the Ring o'Sus needs to be worn for a week before it has any effect.
The movement bonuses from Scout, Dervish, and Boots of Striding and Spring are all Enhancement bonuses, and thus do not stack. (Ditto, the bonus from the Haste spell and the movement bonus from the non-casting Ranger variant).
Haste's extra attack does not stack with weapons of speed. Nor does the AC bonus from Haste stack with the Dervish (although that is put someone stupid in the class description). You're probably better off going Ranger 2, Scout 8 than Ranger 6, Scout 4. Lose +1 BAB, Animal Companion (which you don't even list), and Endurance for Evasion, Flawless Stride, and Camouflage. (you do have to get Imp TWF at 12th level, and Improved Skirmish at 13.)
This is pure speculation. It is stated that swapping classes to "see what works" is up to whomever wants to try this - "it's entirely possible that a different level progression will net you results that you want more as you develop this character". You can't get into Dervish at 7th level if your base classes are Scout and Ranger. You need 5 ranks in Dance, and can only have 4 1/2 with 6 levels of Scout and Ranger (not a class skill). You need a level of Bard, Rogue or Monk for it to be a class skill, a feat or trait that makes it one, a custom magic item to make it a class skill, or a Bloodline level or something similar, to get that extra rank.
The NPC heroes use the so-called Elite Array (15, 14,13,12,10,8). You can't even get that close to your ability scores using a 32 point buy (18, 16, 15, 8, 8, 8 is 32 points). Unless that is after modification; in which case, you probably have cheaper ways of getting your armor bonus (a ghost ward Mirthil chain shirt +4 runs 26,000 and an with a continuous Shield (as per the spell) effect should run around 16,000.
Could some mention be made of how to make this work with standard dice rolls for ability scores? 4d6 and drop lowest? Or even Standard Point Buy (25 points assigned), which allows some creativity for players? My second thought is probably speculation, but could it also be explained as to just how first level characters have cheaper ways to obtain anything? Weapon Finesse doesn't apply to a specific weapon type.
This is correct in normal situations, but not for the Dervish. The AD&D 3.5 reference from Complete Warrior (page 26) states that a Dervish gains an ability called Slashing Blades. This ability allows the Dervish (and only the Dervish) to treat scimitars as light weapons. This is very specific, but it allows Weapon Finesse to be applied to the scimitar in this context. Am I missing something? How did you pull a fighter’s BAB out of two classes with rogue progression? edit: even with the Ranger variant, level 7 (which is the 4th level of scout) should only progress by .75, shouldn’t it? A minor detail, perhaps, but relevant.. Answer: Ranger has full BAB in 3.5e. so 4 levels of scout at .75= +3, and all other 16 levels are full, totaling 19 BAB at 20
