Normally a bo staff is represented with quarterstaff statistics. A monk can already wield a quarterstaff as though has the finesse property. By contrast this martial weapon doesn't gain any benefits from Martial Arts, which at least to me seems very odd for such a monk-ish weapon.
That aside, this weapon seems needlessly good. Normally the rapier is the best finesse weapon. This is a rapier that deals more damage and has reach. It's also as good as a glaive or pike, the best reach weapons normally available, but unlike them requires only one hand to wield. I think this weapon would be balanced if it:
- Only dealt 1d6 damage in one hand, but had "versatile (1d8)"
- Only gained the reach property while wielded in two hands.
