It's difficult to agree on the appropriate level when it comes to unique effects like this, as they don't have obvious parallels in the DMG. Aside from the fact it "sits right" with me personally, three reasons come to mind:
- That's what the anonymous original contributor assigned it, and in this case I don't see any benefit to breaking Help:Spirit and Intent.
- It practically invalidates thieves' tools and a major focus of the rogue class (you have expertise in them without exception, even) without even requiring attunement or any limits on how often it can be used.
- This item is so powerful that it can break adventures. It can open any locks, magical or nonmagical, without fail. If the DM mentions a lock anywhere for any purpose, it might as well be broken. Effects this campaign-altering are usually legendary.
