I can't help but think that only summoning a CR 4 creature isn't enough for a legendary item. The elemental gem is uncommon and can be used to summon a CR 5 creature (albeit only once), and the brazier of commanding fire elementals, bowl of commanding water elementals, censer of controlling air elementals and stone of controlling earth elementals are all rare and summon a CR 5 creature. Unlike any of those items, the Sanguine Rose has three charges, and there's nothing to prevent someone from using all three charges to summon three Helmed Horrors before a big battle. At least in terms of encounter calculation three CR 4s is the equivalent of a single CR 10 (assuming a four-man party). I'm unsure about the rarity ranking of some of the Daedric Artifacts, including the Sanguine Rose, but I think this one at least warrants "very rare" if not legendary. - Guy (talk) 03:02, 17 April 2017 (UTC)
