Paladins don't have cantrips, though. If this isn't intended to be used with normal rules, ideally it would be in Category:Supplement.

Considering that, I'm not sure who would gain this spell, but it's essentially a 2nd level spell in the form of a cantrip. Seems a bit too strong, considering that. If it's intended to be a quest reward only, you could instead have the rewarded individual able cast a 2nd-level spell at will. - Guy (talk) 17:20, 9 June 2018 (MDT)
