Problems with the Phantom (Typhon Anthrophantasmus) Race are as follows:
- Telekinesis. This feature may be a tad bit too powerful. I think you may want to re-word it to allow it to cast a less-powerful version of the Telekinesis spell. Also, please specify its range. It's also far too powerful with its unlimited use. I'd recommend taking a long rest before being able to use it again.
- Tendril Arm. The wording on this trait is rather confusing. "Unarmed damage" isn't a thing in 5e, and using "at will" doesn't specify what kind of action is needed to use the tendrils. I'd just reword it to: "Your arms can be used as sharp, piercing tendrils. You are proficient with unarmed strikes, which deal 1d6 piercing damage."
- Phantom Shift. Another problem with wording. What kind of action is needed (i.e. bonus action, action, free action, ect.) to use this trait? Using this should also require a long rest to be able to use it again.
- Phantom Warp. I would re-name this trait, as it sounds like you are warping to a different location, which is what Phantom shift does. Also, you say it is "damaging psychic energy" but it deals bludgeoning damage. I would change it to psychic damage and lower the damage to 1d6 (for balance). Also, is this a ranged attack? Does it require an attack roll?
- Terrain Navigation. I understand what you're trying to do with this one, it's just a little wordy. Try shortening the amount of words you use for this trait.
- Unusual Shape. Delete the 2nd sentence. It's just fluff and doesn't add to the feature at all. I'd recommend moving that sentence to the physical description section.
- Frightening Visage. Specificity is definitely needed on this one. Does the other creature need to do a saving throw before being frightened? Does this require a type of action to make them do that?
