Okay, please, it's worth you reading SRD:Creating Magic Items (particularly Creating Magic Armor. You also need to add the cost of masterwork padded armor (155 gp), and it looks like the Craft Magic Arms and Armor feat is a prerequisite too. Like I say, it's been a while since I've done 3.5e, so please read the whole thing to make sure you haven't missed anything. You also need to factor in the disguise bonuses from failing Fort saves, I don't know how, that whole thing seems completely weird to me, it seems you've conflated having a bonus to disguise with negating the gender penalty.
