Issues[edit]
This class has a lot of issues. I don't really have the time to break everything down, but I will say you need to keep your writing consistent, as very often you keep changing around terms. Additionally, you break 5e design standards by both not using official damage terms ("Cutting" instead of "Slashing", "Blunt" instead of "Bludgeoning"). Lastly, this needs a lot of balancing. There's a mix of good balancing, like Patient Defense being two Rider Points, and horrifyingly overpowered features like increasing the Save DC from 8, which nothing does. Save DC is always 8 + mods, that should never scale. It will scale naturally as players level up through ASIs and Proficiency Bonus increases. Also, you give the player the option of choosing Saving Throw Proficiencies, which is not how 5e works. Classes don't let you choose, they just give them. Don't break design standard in these ways.
Lastly, in terms of design, this class feels... unfocused. It has armor proficiencies like a Fighter and Paladin, but then gets 3 skills like its trying to be a skill monkey, which is what Rogue and Bard do. You also have given it a half-caster spell table, but its spellcasting comes from a subclass. Subclasses are 3rd casters, not half casters.
All in all, this is a really wonderful idea. I can tell you love Kamen Rider because the class oozes the feel of the series, but it needs a lot of work to make it balanced for play
